What Is Ontario’s Workforce Priority Stream? 

The Ontario Workforce Priority Stream (OWPS) is a new stream under the Ontario Immigrant Nominee Program (OINP) for eligible workers with qualifying job offers and eligible self-employed physicians. 

The OWPS uses an Expression of Interest (EOI) system. For applicants with a job offer, the employer first submits the offer through Ontario’s Employer Portal. The candidate can then register an EOI and receive a score based on Ontario’s selection criteria. Ontario may then invite selected candidates to submit an application for provincial nomination. 

The EOI is an important part of the process, but it is not the same as submitting an application. If you receive an invitation to apply, you must meet the eligibility requirements that apply to your category, including the applicable language requirements. 

Understanding those language requirements early can help you know what to expect and prepare accordingly. 

What Are the Language Requirements for OWPS? 

For applicants applying with a job offer, the language requirement depends on the TEER (Training, Education, Experience, and Responsibilities) category of the job offer. 

If you need to demonstrate English proficiency, Ontario requires an approved English-language test and a minimum Canadian Language Benchmark (CLB) level in all four language abilities: Listening, Reading, Writing and Speaking. Your test must have been taken within two years before you submit your application. 

Whether you take CELPIP-General or another approved test, be sure to review the current OWPS requirements that apply to your situation. 

What CLB Level Do You Need for OWPS? 

Certain applicants may not be required to provide a language-test based on their circumstances. For example, eligible recent Ontario graduates in TEER 0–3 may meet the applicable requirement through an eligible Ontario credential.

How Does Language Proficiency Affect Your EOI Score?
